The ISDS Bylaws explain the announcement process as follows:
A candidate for the trustee at-large position shall not formally announce for office until the final day of the ISDS Annual Session House of Delegates meeting immediately preceding their candidacy. Candidates announcing after the final day of ISDS Annual Session House of Delegates must inform the Secretary of the House of their intent to run for the trustee at-large position. Campaign activities for the trustee at-large position will be limited to only a three-minute speech at the Opening Meeting of the House of Delegates in the year of the election.
